Well, having lots of vests, t-shirts and long-sleeve t-shirts helps. I tend to dress in layers by default in winter.
Also the sleeveless sweater thing helps.
Also I'm probably going to be on citalopram all winter and it makes me sweat and be too warm more often than not. I'm not sure how this will hold up to actual cold temperatures, but I can probably afford to err on the side of caution with warm sweaters.
I do want to get a sweater or cardigan or something to keep in my locker at Trinty for those days when I have failed to dress appropriately and just need something a bit warmer; this should be in addition to stuff already on the list.
