Assuming you actually get 4 kWh a day, that thing pays for itself in just under a year, though you need a roof or something to bolt it onto. I don;t think the neigbours (or the council) would be impressed though.
1) how often does is there 22mph wind constantly? (iirc wind power production is logarithmic, 5mph wind will not generate 1kW) 2) What use is 100v DC to anyone? 3) once you add a storage battery and inverter you would be lucky to get 1kW
According to the DTI windspeed database (http://www.dti.gov.uk/energy/sources/renewables/renewables-explained/wind-energy/page27326.html) 4.6m/s (10m above ground) at isle of cats so that's more like 0.5 kWh before losses.

Where I am it's windy almost constantly, usually from the same direction.
I already have an inverter.
The only reason it wouldn't pay for itself is that my utilities are already included in my rent.

I don't know if it's big enough to qualify as a 'permanent' structure. If it is small enough to be considered temporary...
They sell them in sets of 8 as well. I am sooooooo tempted.

But, money thing... And I'd be a little concerned it doesn't mention how noisy it gets...
