Hmm. U.S. ones are required to have a space for one to write in the name of a candidate who happens to not have been able to get a tickybox on the ballot. They're treated just like everyone elses', except write-in candidates virtually never win.

There's also the slight problem that Vetinari is a fictional character, which means he probably can't actually be elected mayor anyway.
